  5. Why - because they are poor quality.
  6. Who - People who don't look as though they are doing anything wrong.

After reading

The answers to each of the sub-questions are -

  1. Able to see everything.
  2. Without ever closing its "eyes".
  3. Moving slowly and silentlessly across.

Subsidiary question answer: To create the image of an inhuman creature secretly spying on people. The people in turn are moving across the screens in a ghostly and unreal way.
